Je soussigné BOBAN Mile, né le 21 Août 1939 à SOVIĆI, Croatie, réfugié d’origine Croate, demeurant au 8 rue Belhomme, paris 18eme; me trouve en France depuis 12 septembre 1959, et bénéficie la protection de l’O.F.P.R.A (Office Français de Protection des réfugiés et Apatrides) sur le No.
En tant que réfugié politique j’ai le droit, je le crois, de me considérer toujours comme une victime du régime communiste de Tito et de lutter par les moyens pacifiques – conformément à la Charte des Nations Unies signée également par la France – pour la liberté de ma nation Croate.
Or, aujourd’hui, il m’est arrivé que ce droit, sacré à tout homme, me fut refusé par un officier du 8 Bureau, No. 5324, se trouvant sous votre autorité.
Ayant décidé, en effet, d’épouser une Française, Demoiselle Annie ROBERT, demeurant au 4 Quai de la République à Saint Maurice, Seine, j’avais commencé à faire des démarches pour obtenir les documents nécessaires pour mon mariage. Avec plusieurs réclamations auprès de ma famille a l’etranfer, je n’ai pas eu la réponse. Je découvris à la fin que toutes les lettres adressées à ma famille étaient gardées par les autorités communistes yougoslaves.
Comme le temps passait et que ma future épouse se trouvait déjà à cinq mois de grossesse, on me conseilla de chercher les documents ici à Paris, et j’obtins tout sauf l’autorisation pour le mariage de la préfecture de Police.
Or, l’officier chargé de cette question, dont je dépendais, refuse de me donner cette Autorisation, sauf à la condition si je signais un formulaire dans lequel on me demandait de renoncer à toute activité politique contre la Yougoslavie.
Me trouvant ainsi devant le dilemme: ou bien admettre que mon enfant naîtrait comme un enfant illégitime et que ma future épouse trouverait l’avenir insupportable à cette idée, ou bien donner ma signature contre ma volonté. Ma signature m’avait été arrachée par une “vis major”, c’est-à-dire par la force d’un de vos subordonnés.
Ma conscience est troublée par cet acte de force. C’est pourquoi j’ai l’honneur de solliciter auprès de votre haute bienveillance de vouloir bien procéder à ce que ma conscience soit déchargée et mon honneur sauvé, savoir de procéder au nom-bien de ma signature qui m’avait été arrachée par la force.
Car, tant qu’existe la Charte des Nations Unies, je considère de mon honneur d’homme d’aider mon peuple martyr pour obtenir sa liberté et son indépendance et que la signature en question est une offence de mon droit d’homme et de patriote.
Je regrette vivement que cet incident soit dû à un malentendu et j’ai l’espoir que vous donnerez à la présente sollicitation la suite qu’elle comporte.

As a political refugee I have the right, I believe, to always consider myself as a victim of Tito’s communist regime and to fight by peaceful means – in accordance with the United Nations Charter also signed by France – for the freedom of my Croatian Nation. However, today, it happened to me that this right, sacred to all men, was refused to me by an officer of the 8 Bureau, No. 5324, under your authority.
Having decided, in fact, to marry a Frenchwoman, Demoiselle Annie ROBERT, living at 4 Quai de la République in Saint Maurice, Seine, I had started to take steps to obtain the necessary documents for my marriage. With several attempts from my family abroad, I have not had the answer. I discovered in the end that all letters to my family were kept by the Yugoslav Communist authorities.
As time passed and my future wife was already five months pregnant, I was advised to look for the documents here in Paris, and I obtained everything except the authorization for the marriage from the Prefecture of Police.
However, the officer in charge of this question, on whom I depended, refuses to give me this Authorization, except on the condition if I signed a form in which I was asked to renounce all political activity against Yugoslavia.
Finding myself thus faced with the dilemma: either to admit that my child would be born as an illegitimate child and that my future wife would find the future unbearable to this idea, or to give my signature against my will. My signature had been torn from me by a “vis major”, that is to say by the force of one of your subordinates.
My conscience is troubled by this act of force. This is why I have the honor to request from your high benevolence to kindly proceed to have my conscience discharged and my honor saved, namely to proceed in the name of my signature which had been torn from me by force.
Because, as long as the Charter of the United Nations exists, I consider it my honor as a man to help my martyred people to obtain their freedom and independence and that the signature in question is an offense against my human rights and patriotism.
I deeply regret that this incident is due to a misunderstanding and I hope that you will follow up on this solicitation.

Ja, dolje potpisani BOBAN Mile, rođen 21. kolovoza 1939. u SOVIĆIMA, Hrvatska, izbjeglica hrvatskog podrijetla, s prebivalištem na adresi ulica 8 Belhomme, Pariz 18.; se nalazim u Francuskoj od 12. rujna 1959. godine, a koristim se zaštitom O.F.P.R.A (Francuskog ureda za zaštitu izbjeglica i osoba bez domovine) pod br…….
Vjerujem da kao politički izbjeglica imam pravo uvijek se smatrati žrtvom Titovog komunističkog režima i boriti se mirnim putem – u skladu s Poveljom Ujedinjenih Naroda koju je također potpisala i Francuska – za slobodu mojeg hrvatskog naroda .
Međutim, danas mi se dogodilo da mi je to pravo, sveto pravo svakom čovjeku, odbio službenik 8 ureda br. 5324 pod vašom nadležnošću.
Odlučivši se oženiti sa Francuskinjom, gospodičnom Annie ROBERT, koja živi na adresi 4 Quai de la Republique u Saint Mauriceu, Seine, počeo sam poduzimati potrebne korake za dobivanje potrebnih dokumenata za vjenčanje. Više puta sam zatražio kod moje obitelji u inozemstvu, (Bobanova Draga) ali nisam dobivao odgovor. Na kraju sam otkrio da su sva pisma upućena mojoj obitelji zadržale jugoslavenske komunističke vlasti (u Mostaru.)
Kako je vrijeme prolazilo, a moja buduća supruga već je bila u petom mjesecu trudnoće, savjetovano mi je da dokumente potražim ovdje u Parizu, i sve sam pribavio za vjenčanje osim dozvole odobrenja Prefecture Policije.
Međutim, policajac zadužen za ovo pitanje, o kojem sam ja ovisio, odbio mi je dati ovo odobrenje, osim pod uvjetom da potpišem obrazac u kojem se od mene traži da se odreknem svake političke aktivnosti protiv Jugoslavije.
Nalazeći se tako suočen s dilemom: ili priznati da će se moje dijete roditi kao vanbračno dijete i da će moja buduća supruga imati nepodnošljivu budućnost zbog ove ideje, ili ću dati svoj potpis protiv svoje volje. Moj potpis mi je oduzet silom prilika “vis major”, što znači “sila jačega”, odnosno jednog od vaših podređenih.
Moja je svijest tim činom i tom silom narušena. Zbog toga imam čast zamoliti vašu visoku naklonost da ljubezno nastavite raditi na tome da mi olakšate savjest i da spasite moju čast, u ime moga potpisa koji mi je silom snage jačega otrgnut.
Jer, sve dok postoji Povelja Ujedinjenih naroda, smatram da mi je čast kao čovjeku da pomognem svom mučeničkom hrvatskome narodu da stekne svoju slobodu i neovisnost i da je predmetni potpis uvreda protiv mojih ljudskih prava i domoljublja.
Duboko žalim što za ovaj incident koji je pogrešno shvaćen i nadam se da ćete ovoj molbu dati dopuštenu zadovoljštinu.
