Ante pavelić, kako vi kažete i tvrdite. Ovaj tajni londonski ugovor nisam ja izmislio, nisam ga ni pisao ti sam tu bio. Priložena slika sama sve govori tko je prodao Dalmaciju. Ako netko od nas dvojice laže, za sigurno ja taj nisam i po vašim pisanjima i javnim izjavama prije bi se reklo da vi lažete nego ja lažem. By Order of his Government the Marquis Imperiali, Ambassador of His Majesty the King of Italy, has the honour to communicate to the Rt. Hon. Sir Edward Grey, His Britannic Majesty’s Principal Secretary of State for Foreign Affairs, and to their Excellencies M. Paul Cambon, Ambassador of the French Republic, and to Count de Benckendorff, Ambassador of His Majesty the Emperor of All the Russias, the following memorandum:
Article 1.
A military convention shall be immediately concluded between the General Staffs of France, Great Britain, Italy, and Russia. This convention shall settle the minimum number of military forces to be employed by Russia against Austria-Hungary in order to prevent that Power from concentrating all its strength against Italy, in the event of Russia deciding to direct her principal effort against Germany. This military convention shall settle the question of armistices, which necessarily comes within the scope of the Commanders-in-chief of the Armies.
Article 2.
On her part, Italy undertakes to use her entire resources for the purpose of waging war jointly with France, Great Britain, and Russia against all their enemies.
Article 3.
The French and British fleets shall render active and permanent assistance to Italy until such time as the Austro-Hungarian fleet shall have been destroyed or until peace shall have been concluded. A naval convention shall be immediately concluded to this effect between France, Great Britain and Italy.
Article 4.
Under the Treaty of Peace, Italy shall obtain the Trentino, Cisalpine Tyrol with its geographical and natural frontier (the Brenner frontier), as well as Trieste, the counties of Gorizia and Gradisca, all Istria as far as the Quarnero and including Volosca and the Istrian islands of Cherso and Lussin, as well as the small islands of Plavnik, Unie, Canidole, Palazzuoli, San Pietro di Nembi, Asinello, Gruica, and the neighbouring islets. Note:
The frontier required to ensure execution of Article 4 hereof shall be traced as follows:
From the Fiz Umbrail as far as north of the Stelvio, it shall follow the crest of the Rhetian Alps up to the sources of the Adige and the Eisach, then following the Reschen and Brenner mountains and the Oetz and Ziller heights. The frontier shall then bend towards the south, cross Mt. Toblach and join the present frontier of the Carnic Alps. It shall follow this frontier line as far as Mt. Tarvis and from Mt. Tarvis the watershed of the Julian Alps by the Predil Pass, Mt. Mangart, the Tricorno (Terglu), and the watersheds of the Podberdo, Podlaniscam, and Idria passes. From this point the frontier shall follow a south-easterly direction towards the Schneeberg, leaving the entire basin of the Save and its tributaries outside Italian territory. From the Schneeberg, the frontier shall come down to the coast in such a way as to include Castua, Mattuglia and Volosca within Italian territory.
Article 5.
Italy shall also be given the province of Dalmatia within its present borders, including Lisarica and Tribanj in the north, and in the south up to a line starting on the shore of the promontory of Planka and extending to the east following the peaks which create divides in such a way as to leave in the Italian territory all the valleys and watercourses descending towards Sibenik, such as Cikola, Krka and Butisnjica and their tributaries. In addition, Italy shall be given the isles situated in the north and in the west of Dalmatia, starting from the isles of Premuda, Silba, Olib, Skrda, Maun, Pag and Vir in the north up to Mljet in the south, including the isles of Sv. Andrija, Bisevo, Vis, Hvar, Torkul, Korcula, Kaciol and Lastovo, along with nearby reefs and islets, as well as Palagruz, but excluding the isles of Veliki Drvenik and Mali Drvenik, Ciovo, Solta and Brac. The following shall be neutralized:
1. The entire coast from the promontory of Planka in the north to the southern coast of the peninsula of Peljesac in the south, so as to encompass the whole peninsula;
2. A part of the coast starting in the north at a point at a distance of 10 kilometres south of Cavtat and extending in the direction of the south all the way to the river Vojusa, encompassing the Bay and Port of Kotor, the ports of Bar, Ulcinj, Sv. Ivan Medovanski, Durres, without encroaching upon the rights of Montenegro based on the declarations of the Great Powers which they exchanged in April and May 1909; these rights shall apply only to the present territory of Montenegro and shall not be applicable to the lands and ports yet to be accorded to it; consequently, no part of the coast in possession of Montenegro at present shall be neutralised; the restrictions relating to the port of Bar consented to by Montenegro in 1909 shall remain in force;
3. Finally, all the islands which have not been granted to Italy.
Note:
The four allied Great Powers shall grant the following territories to Croatia, Serbia and Montenegro: The entire coast in the upper Adriatic from Volosko on the border of Istria to the northern coast of Dalmatia, comprising the present Hungarian coast and the Croatian littoral, including the port of Rijeka and the small ports of Novi and Karlobag, as well as the isles of Krk, Prvic, Grgur, Goli and Rab. In the southern Adriatic, in the area in which Serbia and Montenegro are interested, the entire coast from the promontory of Planka to the River Drim, including the important ports of Split, Dubrovnik, Kotor, Bar, Ulcinj and St. Ivan Medovanski, as well as the isles of Veliki Drvenik, Mali Drvenik, Ciovo, Solta, Brac, Jakljan and Kolocep. The port of Durres shall be left to the independent Muslim State of Albania.
Article 6.
Italy shall receive full sovereignty over Valona, the island of Saseno and surrounding territory of sufficient extent to assure defence of these points (from the Voiussa to the north and east approximately to the northern boundary of the district of Chimera on the south).
Article 7.
Should Italy obtain the Trentino and Istria in accordance with the provisions of Article 4, together with Dalmatia and the Adriatic islands within the limits specified in Article 5, and the Bay of Vlore (Article 6), and if the central portion of Albania is reserved for the establishment of a small autonomous neutralised State, Italy shall not oppose the division of Northern and Southern Albania between Montenegro, Serbia, and Greece. The coast from the southern border of the Italian possession of Vlore up to the cape of Stylos shall be neutralised. Italy shall be instructed to represent Albania in its international relations. Italy is agreeable to this arrangement provided that a sufficiently large territory is left in the east of Albania in order to secure the common border to Greece and Serbia in the west of Lake Ohrid.
Article 8.
Italy shall receive entire sovereignty over the Dodecanese Islands which she is at present occupying.
Article 9.
Generally speaking, France, Great Britain, and Russia recognise that Italy is interested in the maintenance of the balance of power in the Mediterranean and that, in the event of the total or partial partition of Turkey in Asia, she ought to obtain a just share of the Mediterranean region adjacent to the province of Adalia, where Italy has already acquired rights and interests which formed the subject of an Italo-British convention. The zone which shall eventually be allotted to Italy shall be delimited, at the proper time, due account being taken of the existing interests of France and Great Britain. The interests of Italy shall also be taken into consideration in tbe event of the territorial integrity of the Turkish Empire being maintained and of alterations being made in the zones of interest of the Powers. If France, Great Britain, and Russia occupy any territories in Turkey in Asia during the course of the war, tbe Mediterranean region bordering on the Province of Adalia within the limits indicated above shall be reserved to Italy, who shall be entitled to occupy it.
Article 10.
All rights and privileges in Libya at present belonging to the Sultan by virtue of the Treaty of Lausanne are transferred to Italy.
Article 11.
Italy shall receive a share of any eventual war indemnity corresponding to their efforts and her sacrifices.
Article 12.
Italy declares that she associates herself in the declaration made by France, Great Britain, and Russia to the effect that Arabia and Moslem Holy Places in Arabia shall be left under the authority of an independent Moslem Power.
Article 13.
In the event of France and Great Britain increasing their colonial territories in Africa at the expense of Germany, those two Powers agree in principle that Italy may claim some equitable compensation, particularly as regards the settlement in her favour of the questions relative to the frontiers of the Italian colonies of Eritrea, Somaliland, and Libya and the neighbouring colonies belonging to France and Great Britain.
Article 14.
Great Britain undertakes to facilitate the immediate conclusion, under equitable conditions, of a loan of at least 50,000,000 pounds to be issued on the London market.
Article 15.
France, Great Britain, and Russia shall support such opposition as Italy may make any proposal in the direction of introducing a representative of the Holy See in any peace negotiations or negotiations for the settlement of questions raised by the present war.
Article 16.
The present arrangement shall be held secret. Only the consent of Italy to the declaration of 5 September 1914 shall be made public immediately after the declaration of war by or against Italy. Having acquainted themselves with this Memorandum the representatives of France, Great Britain and Russia, duly authorized to that effect, have concluded with the representative of Italy, also duly authorized by his Government, the following Treaty.
France, Great Britain and Russia declare that they are agreeable to the Memorandum proposed by the Italian Government.
Referring to Articles 1, 2 and 3 of the Memorandum which provide for military cooperation between the four Great Powers on land and at sea, Italy declares that it shall enter the war as soon as possible, within a period not longer than a month after the signing of this declaration. In witness whereof the representatives duly authorized for that purpose have signed these presents and affixed their seals thereto.

Članak 1.
Sklapa se vojni ugovor između vrhovništava Francuske, Velike Britanije, Italije i Rusije. Ovim ugovorom se utvrđuje najmanji broj oružanih snaga koje će Rusija pokrenuti protiv Austro-Ugarske kako bi ju spriječila u koncentriranju svih svojih snaga protiv Italije, u slučaju da Rusija odluči usmjeriti glavninu svojih snaga protiv Njemačke. Ovaj vojni ugovor će odrediti pitanja primirja, koja nužno dolaze u opseg poslova vojnih zapovjednika.
Članak 2.
Sa svoje strane, Italija će svim svojim snagama sudjelovati u ratu zajedno s Francuskom, Velikom Britanijom i Rusijom protiv svih zajedničkih neprijatelja.
Članak 3.
Francuska i britanska flota će pružiti aktivnu i trajnu pomoć Italiji sve dok Austro-Ugarska flota ne bude uništena ili dok mir ne bude sklopljen. Mornarički ugovor će odmah biti sklopljen u tu svrhu između Francuske, Velike Britanije i Italije.
Članak 4.
U mirovnom ugovoru Italija će dobiti Trentino, cisalpinski Tirol s njegovom geografskom i prirodnom granicom (granica Brennera), nadalje Trst, grofovije Goricu i Gradišku, cijelu Istru do Kvarnera i uključivo Volosku i istarske otoke Cres, Lošinj, kao i male otoke Plavnik, Unije, Canidole, Palazzuoli, San Pietri dei Nembi (Ilovik), Asinello, Gruicu i susjedne otočiće. Granica, koja se za izvođenje članka 4. traži, bit će povučena kako slijedi:
Od Piz Umbraila do Stilfser Jocha slijedit će rub Retijskih Alpah sve do izvora Etscha i Eisacka i onda će ići preko prijevora Reschena i Brennera i visovima Oetza i Zillera. Granica će onda zaokrenuti prema jugu, prijeći će preko prijevora Toblacha i dospjet će na sadašnju granicu Karnijskih Alpah. Ova će granica slijediti do prijelaza Tarvisia i onda će iza prijelaza Tarvisia (Trbiža) uzduž razvoda Julijskih Alpa ići preko Predilklanca, preko planine Mangart, preko Triglava (Tricorna) i uzduž razvoda klanaca Podbrdo, Poljanišće i Idrije. Od ove točke granica će uzeti jugoistočni smjer prema Snježniku, dok će izvan talijanskog teritorija izostaviti čitav sliv Save i njezina pritoka. Od Snježnika će se granica spustiti na (morsku) obalu, tako da će obuhvatiti Kastav, Matulje i Volosko u talijansko područje.
Članak 5.
Italija će isto tako dobiti pokrajinu Dalmaciju, u njezinim sadašnjim administrativnim granicama, obuhvatajući na sjeveru Lisaricu i Tribanj, a na jugu dosižući do linije, koja kod rta Ploče (Planka) izlazi na obalu i prema istoku slijedi vrške vrhova, koji sačinjavaju razvode tako, da će sve doline i vode, koje padaju prema Šibeniku, kao Čikola, Krka, Butušnica i njihove pritoke doći u talijansko područje. Dobit će nadalje sve otoke, koji leže sjeverno i zapadno od kopnene Dalmacije: na sjeveru Premudu, Silbu, Olib, Skardu, Maun, Pag i Vir, sve do Mljeta na jugu, uključujući Sv. Andriju (Svetac), Biševo, Vis, Hvar, Torkul (Šćedro), Korčulu, Kaciol (Sušac) i Lastovo, isto kao i grebene i otočiće uokolo Palagruže, a samo se izuzimaju otoci Drvenik Veliki i Drvenik Mali(Zirona Grande i Piccola), Čiovo, Šolta i Brač. Bit će neutralizirano:
1. Cijela obala od rta Ploče (Planka) na sjeveru sve do južnog dijela poluotoka Pelješca (Sabioncello) na jugu; tako da je čitav ovaj poluotok uključen;
2. Dio obale, koji na sjeveru počinje na točki 10 km. južno od rta Cavtat i na jugu doseže do rijeke Vojuše, tako da su uključeni kotorski zaljev i kotorska luka, luke Bar, Ulcinj, Sv. Ivan Medovanski, Drač, a da se ne okrnjuju prava Crne Gore, koja slijede iz deklaracija, izmijenjenih između Vlasti u travnju i svibnju 1909., ali budući da se ta prava protežu samo na sadašnje crnogorsko područje, ne mogu biti protegnuta na područja ili luke, koje bi mogle biti dodijeljene Crnoj Gori; dosljedno ne će se smjeti nijedan dio obale neutralizirati, koji sada spada Crnoj Gori; na snazi će ostati ograničenja u pogledu Bara, na koja je Crna Gora godine 1909. sama pristala;
3. te, napokon, svi otoci, koji ne budu dodijeljeni Italiji.
Napomena:
Četiri ujedinjene velesile će jamčiti slijedeći teritorij Hrvatskoj, Srbiji i Crnoj Gori: Cijelo područje obale u gornjem Primorju od Voloskog preko granice s Istrom do južne obale Dalmacije, uključujući sadašnju mađarsku obalu i hrvatsko Primorje, uključujući luku Rijeka i lučice Novi i Karlobag, također i otoke Krk, Prvić, Grgur, Goli i Rab. Na južnom Jadranu, na području za koje su zainteresirane Srbija i Crna Gora, cijela obala od rta Planka do rijeke Drima, uključujući važne luke Split, Dubrovnik, Kotor, Bar, Ulcinj i Sveti Ivan Medovanski, također i otoke Veliki Drvenik, Mali Drvenik, Čiovo, Šolta, Brač, Jakljan i Koločep. Članak 6.
Italija će dobiti potpuni suverenitet nad Valonom, otokom Sassenom i nad područjem, koje će biti dovoljno da osigura obranu ovih točaka (od Vojuše na sjeveru i istoku, približno do sjeverne granice okruga Cimara na jugu).
Članak 7.
Ako Italija dobije Trentino i Istru, prema uvjetima članka 4., Dalmaciju i jadranske otoke u granicama naznačenima u članku 5. i zaljev Voloska (članak 6.), i ako se bude srednji dio Albanije pridržao za stvaranje male autonomne neutralizirane države, to ne će protiv toga nikakva prigovora stavljati, da budu sjeverni i južni dio Albanije, u slučaju da bi Francuska, Velika Britanija i Rusija to željele, razdijeljeni među Crnom Gorom, Srbijom i Grčkom. Obala od sjeverne granice talijanskog posjeda Valone (vidi članak 6.) do rta Stylos bit će neutralizirana. Italiji će biti naloženo, da zastupa državu Albaniju u njezinim odnosima s inozemstvom. Italija, s druge strane, pristaje u svim slučajevima ostaviti dovoljno područje istočno od Albanije, da se osigura opstanak zajedničke granice između Grčke i Srbije zapadno od Ohridskog jezera.
Članak 8.
Italija će dobiti potpuni suverenitet nad otocima Dodekaneza, koje sada drži zaposjednute.
Članak 9.
Francuska, Velika Britanija i Rusija priznaju u općoj formi, da je Italija zainteresirana na održanju ravnoteže u Sredozemnom moru, i da mora u slučaju potpune ili djelomične diobe azijske Turske dobiti dolični udio u Sredozemno Morskom području, koje graniči s provincijom Adalijom, gdje je Italija već stekla prava interesa, koji su sačinjavali predmet jedne talijansko-britanske konvencije. Zona, koja će eventualno biti priznata Italiji, ako vrijeme bude došlo, bit će razgraničena s obzirom na postojeće interese Francuske i Velike Britanije. Interesi Italije bit će također uvaženi, u slučaju da teritorijalni integritet Otomanskog carstva bude održan, i u slučaju, da bi trebalo poduzeti izmjene u interesnim sferama sila. Ako Francuska, Velika Britanija i Rusija u toku rata zaposjednu teritorije azijske Turske, to će provinciji Adaliji susjedno Sredozemno Morsko područje ostati pridržano Italiji u gore označenim granicama, koja će imati pravo (Italija) da ga zaposjedne.
Članak 10.
Italija će u Libiji stupiti u prava i privilegije, koji sada na temelju lozanskog ugovora pripadaju sultanu.
Članak 11.
Italija će dobiti u eventualnim ratnim odštetama udio, koji bude odgovarao njezinim naporima i žrtvama.
Članak 12.
Italija izjavljuje, da se priključuje deklaraciji, koja je dana od Francuske, Vel. Britanije i Rusije, da Arabija i sveta muslimanska mjesta u Arabiji moraju ostati pod pokroviteljstvom neke nezavisne muslimanske sile.
Članak 13.
U slučaju, da bi Francuska i Engleska svoj kolonijalni posjed u Africi povećale na štetu Njemačke, to u principu ove dvije sile priznaju, da bi Italija mogla tražiti neke opravdane kompenzacije, i to time, što bi pitanja granica između talijanskih kolonija u Eritreji, Somaliji i Libiji i susjednih kolonija Francuske i Vel. Britanije bila uređena u njezinu korist.
Članak 14.
Velika Britanija obavezuje se, da će olakšati zaključak zajma, koji se ima odmah podići na londonskom tržištu i to od najmanje pedeset milijuna funti sterlinga uz primjerene uvjete.
Članak 15.
Francuska, Velika Britanija i Rusija potpomagat će otpor, koji će Italija suprotstaviti svakom prijedlogu, koji bi smjerao na to, da se privuče zastupnik sv. Stolice k svim pregovaranjima o miru i o uređenju pitanja, koja je izbacio sadašnji rat.
Članak 16.
Ovaj ugovor držat će se tajnim. Samo će se pristup Italije k deklaraciji od 5. rujna 1914. objelodaniti odmah poslije objave rata po Italiji ili Italiji. Pošto su gornji memorandum primili na znanje, za to dovoljno opunomoćeni zastupnici Francuske, Velike Britanije i Rusije s isto tako od njegove vlade opunomoćenim zastupnikom Italije, zaključili su slijedeći ugovor: Francuska, Velika Britanija i Rusija daju svoj potpuni pristanak na memorandum, koji je predan od talijanske vlade.
Pogledom na č1anke 1, 2, i 3 memoranduma, koji uzimaju u obzir vojničku i pomorsku suradnju četiriju vlasti, Italija izjavljuje, da će, što prije bude moguće, stupiti u rat i to unutar roka, koji ne smije prekoračiti mjesec dana od potpisa ovih ugovora.
U potvrdu izloženoga potpisnici su potpisali ovaj ugovor i priložili svoje pečate.
